Political Community and the Consolidation of Democracy

Prof. Hans-Dieter Klingemann

This course examines the process of consolidation of democracy. The focus is on theoretical problems as well as on the recent transitions to democracy in Central and Eastern Europe on the one hand and on the European Union on the other hand. In this context we are mainly interested in the relationship between state, nation(s), and democracy.

Special attention is devoted to the concept of political community. We deal with ethnic and civic nationalism as factors inhibiting or facilitating democratic consolidation. We also discuss the future prospect of the European Union as a democratic community and the problem of citizenship.

This is primarily a readings and discussion course; thus we will cover a good deal of literature at each weekly session. Assigned readings are available by UCI Library services.

There are two basic requirements for the seminar: First, you are expected to read all of the assigned readings and participate in a critical discussion of the readings in the weekly meeting. Second, you are expected to write an original article-length research paper on some aspect of democratic community. Individual consultations will be arranged to discuss the paper topics and possible research resources. If possible, comparative survey data will be made available to those who want to conduct their own empirical analyses. The final grade in the seminar will give equal weight to these two components of the course. There are no written exams.
